This one is tricky. For the moment I would put my money on one of the Muscidae.

Hi!

I'm quite sure it's a Notiphila (Ephydridae). Or at least a shore fly. A fly, surelyWink

I checked with a Muscid specialist:
"Yes, it looks like a small muscid (Schoenomyza) but is indeed an ephydrid - Notiphila, I suppose"
