Have searched ResearchGate and Google but no luck with this one:

ROHÁČEK, J. & MARSHALL, S.A. 2000. A world revision of the seaweed fly genus Thoracochaeta Duda (Diptera: Sphaeroceridae: Limosininae). Part 2: Palaearctic species. Studia dipterologica 7, 313-372.

Any chance anyone can help?

Dave, I gave you access to a closed downloads category with Sphaeroceridae papers. Follow the Downloads link in the top menu bar and you can find the link there. In that category is the Thoracochaeta paper.
