I'd suggest
Rhinophora lepida (Rhinophoridae)
Why? - The angle of the posterior cross-vein (m-cu) is very steep (meeting vein M at 90 degrees) and this fly has tiny feet - it's always worth considering Rhinophoridae if you have a small tachind-like fly with very small feet.

[Now all I need is for Theo to tell me it's a tachinid!
