Thread subject: Diptera.info :: Rhagionid snipe fly?

Please can anyone help with a positive ID of the fly here?
I believe it is Rhagionidae but I'm a beginner!

Taken 28/6/16 in a hedgerow at the bottom of my garden on the western borders of Essex, UK.
