They look more like Scelionidae to me, probably
Trissolcus or
Telenomus. And yes, the male probably waits for emerging females to mate.
Trichogrammatidae have shorter antennae, metasoma broadly joined to propodeum etc.

You cannot decipher abdomen'shape from these photos. While female, to me resemble a trichogrammatid, male is really different, and confirms your theory (especially that scelionid males stay near hemipteran eggs, ready to mate as they can)
