Is this a Sphaerophoria species. England, Wiltshire, Swindon, grassy meadow. July 25 2016.

Sphaerophoria indeed. To get a safe species identification, genital characteristics have to be studied. If the abdomen would be distinctly longer than the folded wings,
S. scripta would be the best guess, but the picture isn't unambiguous...

I see your point of view, and I respect it. But wings are really shorter than abdomen
