Yes.
At least here in Finland it is locally common among
Phragmites australis, but very rarely seen. Most records are from Malaise traps. Personally I suspect that it stays very close to the ground in the reed beds. I've caught it with a sweep-net from reed beds only when the reeds are so small that you can sweed down to ground level. Once the reeds grow higher than knee-level, they will not yield and it is very difficult to catch this fly with a net.
