Male Phasia. At 9mm I would guess P obesa, but I cannot see any grey markings on the thorax. Chris or Theo?

Are you 100 % about the size ?

It must be subgenus Hyalomyia, normally < 5 mm.

I'm not sure about the size but I don't think it is < 5mm
