I think this is a Tolmerus cingulatus, but I am not an expert!

Now there it is twice! And this male looks like
Machimus (
Tolmerus)
cingulatus.
M. cowini is similar, but the picture of the genital in Reinouds key

M. cingulatus better.
It looks rather wet, the colouration of the thorax side is thus altered (in dry state no shiny black spot).

(Also, T. cowini is supposed to have femures lacking reddish-brown color posteriorly.)

Just a little remark, T. cowini has a tight bordered red ring just before the apex on all femora (also posteriorly). T. cingulatus has a total red stripe posteriorly which is not always visible very well.
