Can anything more be said than Tetanocera sp? ferruginea? hyalipennis? What do I need to look for?

Central France, 23 September 2007, in the Iris pseudacorus on river bank.

What do I need to look for?

Frons, mid and hind legs, male genitalia.
Your fly hasn't male genitalia...
