Thx Stephae and Theo for your help. I wondered why the black beard is not mentioned in any of the potential Phasia spp.
I assume that this is male, because in this species the females should have the eyes closer to each other. Quite remarkable to have a deviation from this rule. But should the male not have a dark area on the wings?

Phasia spp. have a very long petiole, but
Elomyia lateralis has a very distinctive short petiole and vein-m is quite sinuous

I have never seen them for real though, so I am not sure how the colouring in the sexes varies
