I am so sorry to hear about Phil. We worked together on a couple of projects - he was always so enthusiastic about his Diptera work.
Protearomyia withersi a Palearctic Lonchaeid, which he first noticed as something different in samples from France, is named in his honour

A eulogy compiled from recollections of several people who knew and worked with Phil has been compiled and will appear in Dipterists Forum Bulletin #90 this Autumn. It can be found at

An obituary is also under preparation by a team which involves Peter Chandler who is preparing a bibliography, intended for a future issue of Dipterists Digest.
I have made contact with his close collaborator Jocelyn Claude regarding an unfinished publication on "Psilidae of France" and we are beginning to work out ways of completing that. We can deal with enquiries regarding that publication if you had been discussing it with Phil, though I am not au fait with any ongoing work by him on other taxonomic groups.
