Looks surprisingly similar to our holarctic S. stercoraria (therefore 'soror' = 'sister'?).

Photograph taken in the town of George, Western Cape, South Africa. According to the Manual of Afrotropical Diptera we doseem to have S. stercoraria in the region.

I used https://kmkjournals.com/journals/REJ/REJ_Index_Volumes/REJ_18/REJ_18_4_299_308_Ozerov
where Ozerov gives only S. soror for S Africa. He is also wrote African manual.
May be he changed his opinion? Tomorrow I will ask him.
