Hello Bruce, This must be Delphinia picta of the family Ulidiidae (former Otitidae), as you wrote, the picture-winged flies. This is the only species in the genus. There are some pictures at Bugguide.net (url]http://bugguide.net/node/view/5919/bgimage[/url]) but most of these are paler in body colour.
