It has a small round head and mandibles seem exodont, so I would say that it's a Braconid rather than an Ichneumonidae.
As far as I know "1O mm or more" is a bit too much for an Alysiinae...
So sorry, I'm totally ignorant. I just try to practice with your nice pic and I wait with you for a specialist.

Or is this fringe only the few long hair which I arrowed in blue?
