The wing looks like Pachyneuridae, or more specifically like the American Cramptonomyia spenceri which the Europeans may have evicted from the family. I would have to review Grimaldi's book on insect evolution to see what else may have looked similar. What age is the fossil? Edit: Probably too few veins for that group. Some other Bibionomorpha.
