A bad Single picture of a small colorful fly but with strong colors.

Is it possible to tell family and genus of this fly?
Photo from 21 July 2019 Gistgårdsån 62 N, E 17 Ångermanland, Sweden.

I do not think that it is Tanypeza because it is to much White and I am familiar with that spieces

Tried to attach an image to a forum post. jpg, 32kB, 72dpi, no blanks, ... File name is correctly displayed, but when I click "Preview Thread" it just vanishes. Help!
