This fly looks like a typical Delia sp to me, but this is more of an educated guess than an identification. There are dozens of Delia sp, many can only be distinguised by the dissection of male genitalia, females may be completetly undistingusable, except by DNA-based methods (which are not yet available for this group anyways.).
