as you can see the wings are absent AND this must be AN UNIQUE CASE (or at least extremely rare)... there are no HALTERES! and it is a fly...

Nigel, here you can see the sketch of Aenigmatias. The image will be available for some days though. It is a phorid fly. Very strange fly.

there are no photos in the web. I just saw it once in a book - a scheme, not really a photo. But Aenigmatias (correct spelling) is very unusual for a fly. I will try to get a photo of the sketch. :
